PCM Expands Orange County, San Diego and Inland Empire Operations
William Haifley Appointed to Senior Vice President San Diego/Inland Empire

LAKE FOREST, Calif., April 26, 2004 — Professional Community Management (PCM), one of the nation’s largest managers of common interest developments (CIDs), announced today its plans for expansion locally in Orange County, San Diego and the Inland Empire. The company also announced the appointment of William Haifley to Senior Vice President San Diego/Inland Empire. CIDs, the focus of PCM’s activities, are communities managed by homeowner associations that offer shared property ownership. CIDs now number greater than 21,000 in Southern California.

"With 90 percent of all new homes built in urban Southern California now part of CIDs, the demand for experienced community managers is expanding exponentially," said Russell Disbro, CEO, PCM. "As homes are completed, developers can rely on PCM to successfully transition their projects. With our 30-year track record, we are well positioned to serve the needs of this exciting high-growth market."

As California’s largest housing market, the Inland Empire provides tremendous opportunity for PCM’s planned expansion. By 2020, its population is expected to grow by 2 million bringing total population to more than 5.5 million people. "One of the brightest spots in the national economy is the California housing market," stated Haifley. "And among top growth areas in the state, none shine brighter than the Inland Empire."

PCM Expands Operations

With headquarters in Orange County Calif., PCM sits at the center of one of the nation’s most dynamic housing markets. The company, with a management portfolio of greater than 80,000 units, will continue serving this key geographic area where high rise development is beginning to take off. Plans also include an aggressive push into Downtown San Diego where urban residential growth is creating new growth opportunities for PCM services.

"Many residential developments in urban areas offer buyers luxury living and an incredible list of homeowner amenities such as 24-hour security and concierge services, fitness centers, barbeques and on-site spas," said Haifley. "While downtown living provides exciting opportunities, there will be unique dynamics that will challenge both developers and new home owners. PCM, with its years of experience, is ideally suited to mitigate these concerns."

An experienced executive, Haifley has won statewide industry awards for his community association leadership and has proven his management and leadership skills in all aspects of community management. Since joining PCM in 1997, he has demonstrated his expertise in portfolio, regional and on-site, large-scale, multi-story, and upscale property management. Haifley is a certified community association manager with the California Association of Community Managers and the Community Associations Institute.

With more than 20 years of background in finance and accounting, Haifley has also performed the duties of controller and financial manager for several organizations. He has worked extensively in the field of non-profit and fund accounting. Haifley spent eight years as vice president and business manager at the California State University, Long Beach Foundation. He has also worked as a financial consultant establishing complete financial reporting systems and training financial managers.

Haifley received a Bachelor of Science degree from Mt. St. Mary’s College with a major in English. He also holds a Bachelor of Science degree from California State University, Long Beach in Business Administration with a major in Accounting.

PCM Expands Operations

In addition to Haifley’s appointment, PCM plans several more organizational changes. "We have a team of experienced managers that has been intimately involved in long range planning for greater than ten years, preparing for the explosion in housing demand that we are experiencing today," stated Disbro. "We will be moving this group into positions where they can execute PCM’s strategic plans to meet the requirements of local developers and homeowners. This is the team that can get it done."

"No other company can match PCM’s depth of experience, knowledge and range of services. The long relationships we enjoy with many of our associations is active testimony to the quality of our management service," said Haifley. "We are proud that our experience and reputation for service and integrity have set the standard for management companies nationwide."

Over the past 30 years, PCM has become nationally respected as a leader in the management of family-oriented and active senior communities. In fact, PCM has been recognized by the Multi Housing Council as one of the country’s largest managers of common interest developments with a portfolio of greater than 80,000 units in 170 community associations, representing a combined real estate value in excess of $25 billion. With headquarters in Lake Forest, Calif., PCM employs a staff of over 1,400 people. PCM has offices in Orange, San Diego, Riverside and Los Angeles Counties.
